CHAPTER 11-100
PURPOSE AND GOALS
11-101 Name. This Title shall be known as the Land
Development Regulations.
11-102 Purpose. The City of Coon Rapids adopts this Title
for the purpose of promoting the public health, safety, morals and general
welfare.
11-103 Goals. This Title is intended to achieve the
following goals:
(1) To develop a community that
provides a full range of opportunities for personal development and
participation in community affairs;
(2) To promote the orderly development of the City;
(3) To improve and ensure safety in all transportation movements, especially
within neighborhoods;
(4) To promote safety from fire and other dangers;
(5) To control the density of development in the City so that property can
be adequately serviced by such governmental facilities as streets, schools,
recreation, fire protection, and utility systems.
(6) To ensure that the ecology and natural environment of the City are
protected;
(7) To build a distinctive physical environment through a desirable and
workable arrangement between natural features, land uses, and the
transportation system;
(8) To promote an economic base capable of supporting a desirable standard
of living for all City residents;
(9) To upgrade the City’s image;
(10) To conserve the value of the City’s land and structures;
(11) To provide every resident of the City with the choice of a decent home
suited to varied needs in a suitable environment for daily living;
(12) To achieve the goals and objectives documented in the City’s Goals and
Policies report; and
(13) To guide and direct new growth and avoid leap-frog and scattered
development.
