COUNCIL PROCEDURE


2-401 Meetings. Regular meetings of the Council shall be held on the first and third Tuesday evenings of each calendar month at the hour of 7:00 p.m. Any regular meeting falling upon a legal holiday, an election day in the City, or a precinct caucus day, shall be held on the next following secular day at the same hour. Upon a showing of good cause the Council may by resolution change the time and/or date of or cancel a meeting. No regular meeting shall be held during the calendar week of the Council's initial meeting in January. The Council may designate additional regular meeting dates by resolution. All meetings shall be at the City Hall or such other place as the Council may designate. [Revised 11/9/93, Ordinance 1473][Revised 5/3/94, Ordinance 1486][Revised 8/3/99, Ordinance 1671]

2-402 Rules of Procedure. The proceedings of the meeting shall be conducted in accordance with the parliamentary rules contained in Robert’s Rules of Order, Newly Revised, unless otherwise provided by statute or by rules adopted by resolution of the Council.

2-403 Councilmember at Large. Councilmember at Large shall serve as Mayor Pro-Tem who shall hold office at the pleasure of the Council and shall serve as Mayor Pro-Tem in case of the Mayor’s disability or absence from the City. In the event the Councilmember at Large elects not to serve as Mayor Pro-Tem, the Councilmember at Large shall declare such in writing and another Councilmember shall be elected by Council to hold that position.
