2-800 Enforcement of Annual Budget

CHAPTER 2-800
POLICY FOR ENFORCEMENT OF ANNUAL BUDGET
 

2-801 Preamble. Section 1-707 of the City Charter provides in general terms for the enforcement of the budget adopted by the City Council. The City Council deems it desirable that more specific Council policy be established for said enforcement.

2-802 Appropriations in Lump Sum. For enforcement purposes, the budget shall not exceed the total of each category within each activity.  The categories consist of the following:

(1) Personal Services
(2) Other Charges and Services
(3) Supplies

2-803 Appropriations for Capital Outlay. Appropriations for capital outlay shall be deemed to have been made for each of the individual budgetary accounts contained thereunder, as follows:

(1) Land
(2) Buildings and Structures
(3) Furniture and Equipment
(4) Machinery and Automotive Equipment
(5) Other Improvements

For capital outlay items, funds shall be expended only for the specific items enumerated within the budget unless there is Council approval. [Revised June 19, 2007, Ordinance 1953]

2-804 Reappropriation or Transfer of Funds. The Finance Director and Purchasing Agent, acting through the City Manager, shall inform the City Council whenever any of the above account categories are approaching the appropriated amounts so that the Council may consider subsequent reappropriation or transfer of funds.
