ADMINISTRATION POLICIES AND PROCEDURES
3-301 Administration.
(1) The administrative policies
and procedures will be set forth in the Employee Handbook on Personnel
Policies and Procedures and administered by the City Manager as the chief
administrative officer of the City.
(2) The City Manager shall appoint and remove, subject to applicable civil
service regulations, if any, all employees, except elected officials,
members of boards and commissions, volunteer personnel, and consultants
rendering temporary professional service. Any questions concerning the
applicability of this Chapter shall be interpreted and resolved by the City
Manager, with the advice and consultation of the City Attorney and Director
of Administration.
(3) The City Manager or designee will present to the Council a compensation
plan for all positions subject to this Title, which shall be approved by
resolution of the Council annually.
(4) The City Manager may, by administrative order, assign any part or all of
the City Manager’s duties and responsibilities under this Chapter to one or
more staff members. Under such circumstances the actions of the staff member
shall have the same force and effect as if taken by the City Manager.

3-302 Departmental Organization.
(1) Departments and Divisions. The
administrative service of the City shall be divided under the City Manager
into such departments and divisions as the City Manager shall determine, by
administrative order. Each department and division shall have such
supervisors as prescribed by the City Manager; provided, however, no person
shall be employed without funds being budgeted.
(2) Classification. In establishing such departments, consideration shall be
given to the kinds of functions performed, their similarities to other
functions, the numbers and abilities of personnel, workload, and commonly
recognized principles of organization and methods; provided, however, that
no organizational structure shall be adopted which inhibits or restricts
innovation or new techniques.
(3) Reserve Units. Reserve Police and Fire units comprised of citizen
volunteers, will be established and maintained under the direction of the
Police Chief and Fire Chief. The maximum number of such volunteers and their
salaries, if any, shall be determined by the Council from time to time by
resolution. Their primary duty shall be to assist the regular paid employees
in those departments. They shall not fall under the jurisdiction of the
Civil Service Commission, but the physical requirements for membership on
such reserve units shall be the same as for regularly appointed officers
within those departments. These volunteers will be considered as part-time
employees of the City regarding their application, selection, compensation,
and benefits. The Police and Fire Reserve Units may adopt such bylaws not in
conflict with this Chapter or other departmental regulations as they deem
desirable. They may elect such social officers as they may deem necessary
and desirable, but such officers shall not in any way have any
responsibility for the administration of the unit as to its primary duty of
assisting the regularly employed officers.
Members of the fire reserve unit may organize themselves
into a “Firefighter’s Relief Association.”

3-303 Department Heads.
(1) Power and Authority. Heads of
administrative departments shall have such power and authority as set forth
by State Statute and City Charter, and consistent with the responsibilities
as may be delegated to them by the City Manager. To that end, they may
promulgate departmental rules and regulations not inconsistent with this
Chapter, administrative orders promulgated by the City Manager, or the
Employee Handbook on Personnel Policies and Procedures.
(2) Responsibility to City Manager. Department heads shall be responsible to
the City Manager for the effective administration of their respective
departments and all activities assigned thereto. They shall submit such
reports of departmental activities as the City Manager shall require. They
shall establish and maintain a system of records in sufficient detail to
furnish all necessary information for proper control of departmental
activities. They shall be responsible for the property and equipment
assigned to their departments.
(3) Cooperation with Other City Departments. Each department head and
subordinate employees thereunder shall cooperate fully with other City
departments and shall furnish upon request of another department head any
such service, labor, or materials as may be requested and as his own
resources, manpower, priorities, and work schedules may permit and to the
extent he has authority to carry out such request. [Revised 4/16/02,
