In 1988,
Coon Rapids residents first met to develop a vision plan for the
city. The final result was a plan called Coon Rapids 2010, and
many of the objectives in the plan have been achieved. As 2010
approaches, the Mayor and City Council have initiated a second
visioning process to help guide Coon Rapids through the next
twenty-five years.
The process will involve three phases:
Visioning, Planning, and Implementation. The steps and timing of
each phase are discussed below.
PHASE I (January - June 2005)
COMMUNITY VISIONING
Community Survey
(March - April)
A telephone survey of 450 randomly sampled Coon Rapids citizens
will be conducted by Decision Resources Inc. in March. The
survey will identify basic issues to be reviewed and discussed
in the visioning process. Results of the survey will be released
in April.
Town Meetings
(April - June)
Invitations and announcements will go out in early April inviting
people to attend a series of three town meetings. Participants
will be asked to commit to attending all three meetings to ensure
that input from participants is based on consistent information
and discussion. If you are interested in participating in the town

Kick-Off

The Kick-Off Meeting consisted of an open house with a
presentation on issues and process. Stations were set up to
provide information on issues and offer opportunities for citizens
to talk with staff and Council members.

Participants reviewed and discussed the results of the
survey.
Capstone

Participants voted and ranked survey issues
electronically and were provided with immediate feedback. A
"forced-choice" voting and ranking system was used.
(The process is similar to determining an eyeglass prescription in
that participants will be asked to pick between x or y; a or b; a
or x; b or y; etc....)
PHASE II (June - December 2005)
LONG RANGE PLANNING PROCESS
A long range planning process will be
initiated from June to December 2005 to determine the steps
necessary to achieve the goals identified in the 2030 Vision
Plan.
PHASE III - IMPLEMENTATION AND
ONGOING EVALUATION (January 2006 and Beyond)
Council will set policies and develop
initiatives to enable the fulfillment of the 2030 Vision Plan.
