Coon Rapids Boulevard Framework Plan
In 1998, the City of Coon Rapids began reviewing the
deteriorating
conditions along Coon Rapids Boulevard through a series of public sessions
to identify issues along the Boulevard and set goals for the future
development along it. These sessions included input from elected officials,
appointed commissions and citizens-at-large.
The sessions resulted in the publication of the Coon Rapids Boulevard
Framework Plan, which noted the Boulevard is not able to compete with
newer, larger, one stop shopping centers along Highway 10 and will not be
able to attract large scale retail development. The Framework Plan
therefore recommended that mixed use developments, including neighborhood
commercial uses, offices, and higher density residential units be
concentrated in nodes or PORTs along the Boulevard. Residential uses of
varied densities and other commercial uses will then fill in-between the
Ports.

PORT is an acronym for Preservation Or Renovation Tract and functions
as a zoning district for a defined area. Together with the River
Rapids Overlay District, which runs the length of Coon Rapids
Boulevard, the PORT Districts establish use, site plan, and
architectural standards within the boundaries.

The old Coon Creek bridge, which once
carried traffic along Coon Rapids Boulevard, was restored in 2001.
It now serves as an entry point into PORT Riverwalk and carries
pedestrians and bicyclists as part of the City’s trail system.

Presently, four PORT districts exist along Coon Rapids Boulevard.
From east to west along the Boulevard, the PORTs are referred to as
PORT Evergreen, a reference to the adjacent business park;
PORT Riverwalk, which draws upon the proximity and history of
the Coon Rapids Dam;
PORT Campus Square, which is influenced by Anoka Ramsey
Community College; and PORT Wellness,
where Mercy Hospital has provided a catalyst for additional medical
related development.
Below is a summary of development activities
along Coon Rapids Boulevard.
PORT Evergreen
 | Ace Hardware constructed a new building at
the corner of Foley and Coon Rapids Boulevards. |
 | Two new office buildings have been
constructed at the southwest corner of Coon Rapids Boulevard and
93rd Avenue. |
 | Gaughan Companies has received site plan
approval for a three story office building on Springbrook Drive. |
PORT Riverwalk
 | The City spent the past several years
acquiring properties, demolishing buildings, and cleaning up
contamination near Coon Rapids Boulevard and Avocet Street.
The area will eventually redevelop with a mixture of uses,
mostly residential. |
PORT Campus
Square
 | A portion of the former Target building has
been renovated for retail use by Goodwill. |
 | Anytime Fitness recently moved into the Coon
Rapids Square. |
PORT Wellness
 | A new medical office building and retail
center have been constructed on the former Carlson Toyota site
at Coon Rapids Boulevard and Round Lake Boulevard. |
Other Coon Rapids Boulevard Projects
 | Three Dollar Car Wash recently completed
redeveloping the former Perkins site. |
 | TSM Development is constructing 36
detached town homes on the former Chrysler-Plymouth site. |
