Assessing Division 763-767-6446


The City Assessor and staff set the value of property within Coon Rapids for determining the taxable value of all real property.  The State of Minnesota requires the values set by the assessor represent 100% of market value.   The assessor has the responsibility of providing uniform property values so that the tax burden is distributed fairly and equitably under current law.  View property tax FAQ or homestead FAQ.


Cable Television 763-767-6525


CTN Studios is the cable television production facility for cablecasting various community programs.  Channel 15 carries news and sports.  Channel 16, the Government Channel, covers City Council meetings, Council Comments and Planning Commission meetings. 


City Attorney 763-767-6495


The City Attorney's Office is the City's Legal representative.  Staff attorneys provide legal advice and counsel to the City Council, advisory boards and commissions, and members of the City staff. The City Attorney's representation is limited to the City government and the office cannot provide legal advice to private citizens except for general information regarding City ordinances and other regulations.  View Legal FAQ.


City Clerk 763-767-6457


Responsible for communicating factual and timely information to the public and citizens about the City.  The City Clerk publishes a quarterly City Newsletter, coordinates publication of park and ward maps and community calendar.  The City Clerk's Department is the official keeper of City records and processes Code-required licenses for dogs, liquor establishments, and peddlers.  Election administration is another function of the City Clerk department.  View City license FAQ.

The City Manager controls and directs the administration of the City’s business and oversees control of all departments.  Divisions included in the City Manager’s Office include  Human Resources and Bunker Hills Golf Course.


Community Development 763-767-6430


The Community Development Department serves the development, construction,  and housing assistance needs of the community. Building, Mechanical, Plumbing and Water/Sewer permit applications are available online.

The Planning and Zoning Division offers assistance on uses allowed on properties; size and location of home improvements including room additions, garages, decks, storage buildings and fences; signs; and other items related to land use and development.  View public notices and planning commission agendas. The Building Inspections Division issues permits and inspects all new construction and major remodeling projects.  The Division addresses complaints about the maintenance of commercial and residential structures. 

The Code Enforcement Division addresses complaints about property use, outdoor storage, trash, signs, junk vehicles and similar concerns.  Appropriate action is taken to eliminate situations where code violations are identified. 


Cook Ice Arena 763-421-5035


The remodeled Cook Ice Arena hosts CRAA Youth Hockey and Coon Rapids High School hockey programs.  Call 763-421-5035 for rental, figure and open skating and hockey information.  Cook Ice Arena is part of the Public Works Department. The City also owns a rink at the Quad Arena-Schwan’s Super Rink in Blaine.  Call 763-785-3687 for information.

The City Council has final authority for adopting the annual budget and establishing the property tax levy.  The Comprehensive Financial Annual Report is prepared by the Finance Department and is a reflection of the City's plan, policies, procedures and objectives regarding the programs and services provided by the City. View the City budget or the proposed 2009 budget.

The Fire Department is dedicated to preserving life and property for the citizens of Coon Rapids. Staff responds to all emergency calls in the City and is comprised of 32 career and 20 paid-on-call firefighters.

The Police Department consists of 63 sworn officers, 5 Community Service Officers, 11 full-time support staff and 2 part time support staff.  The Patrol Division provides 24 hour response to citizen requests for service.  Calls range from emergency response to medical situations, accidents, reports of illegal activity to giving aid to stranded motorists.  The Investigative Division has 10 detectives and is responsible for criminal, narcotic and juvenile investigations.

The Public Works Department consists of the Street, Utilities, Parks,  and Vehicle Maintenance Divisions.  They ensure City water is safe, streets are plowed, patched and swept, parks are maintained and the City's fleet of equipment and vehicles is in good condition.  Included in the Public Works department is Cook Ice Arena and the Recycling CenterView Recycling FAQView maintenance FAQ.


Senior Services 763-767-6473


Coon Rapids Senior Services is located in the Civic Center and provides a variety of activities and services to citizens such as senior dining, volunteer transportation, social, recreational, exercise and wellness activities, Chores & More and the Senior Companion Program.  Volunteers are responsible for implementing Senior Service programs and a monthly newsletter is published, detailing upcoming activities.  View Senior FAQ.


Utilities (Water & Sewer) 763-767-6438


Water/Sewer utility bills are sent to each property quarterly.  To open or close an account, an appointment must be made for a final meter reading. To make an appointment, call Utility Billing at 763-767-6438.
