Section 8 Rent Assistance Program

The City of Coon Rapids contracts with Metropolitan Council HRA to administer the Section 8 tenant-based rental assistance program. The program is funded through the Department of Housing and Urban Development (HUD). The program utilizes the existing private rental market to provide housing opportunities for low income seniors, disabled families and singles at an affordable cost. Responsibilities include:

  • Issues vouchers and performs annual re-certification eligibility of low income residents currently living or moving into the city
  • Provides support for voucher income changes and rent adjustments
  • Performs annual Housing Quality Inspections for all subsidized rental properties.
  • Provides resources and direction for participants and owners.
  • Investigates fraud reports with follow-up of appropriate procedures.
  • Conducts Informal Hearings of participant terminations.
  • Provides transfer process for vouchers moving in or out of the city.
  • Process leasing documentation
